City Approves Initiative for Charter Amendment

The Lakewood Citizens Alliance (LCA) announced that the City Clerk has officially approved an initiative for a Charter Amendment aimed at improving public communication, transparency, and community engagement surrounding future large-scale rezoning and legislative land use changes.

Centered around the principle of “Transparency Before Transformation,” the proposed amendment is designed to establish clear procedural guardrails for future citywide zoning actions while protecting the character and stability of existing single-family neighborhoods.

According to the LCA, the initiative is not intended to stop growth or housing discussions in Lakewood. Instead, the amendment focuses on ensuring residents receive meaningful notice, clear communication, and opportunities for public involvement before major legislative zoning decisions are made.

“This proposal is about restoring trust through transparency,” said representatives of the Lakewood Citizens Alliance. “Residents across Lakewood made it clear during the recent special election that they want a greater voice in large-scale land use decisions that impact their neighborhoods, infrastructure, traffic, and quality of life.”

The filing follows Lakewood’s April 2026 special election in which voters repealed four recently adopted zoning ordinances by approximately 61% citywide.

The proposed Charter Amendment includes provisions intended to:

• Improve public notification and communication requirements for major legislative zoning proposals
• Increase transparency surrounding large-scale rezoning actions
• Ensure meaningful opportunities for community engagement before major land use changes occur
• Preserve neighborhood character and provide protections for existing single-family residential areas
• Create clearer procedural expectations for future City Council consideration of legislative zoning changes
